Wrong.
At first, google judge the site base on their
PR, they do not care about your traffic ranking.
Second, to get approval form google adsense is very simple, I can just create a blog and input 3 original article (even i do not have single traffic), I will able to get approval from google adsense in a day.
For google, all about your content and your
PR.
