The issue hit the news last week when CTV.ca reported the Canadian Association of Internet Providers (CAIP), filed an official complaint with the Canadian Radio-Television and Telecommunications Commission (CRTC) over the 'traffic-shaping' measures presently being applied by Bell Canada."
