if traffic exchange, you may just put your site/blog in the rotater, or other autosurf sites, these kind of autosurf sites confirm can bring you traffic, but the visitors are not valueble visitors, they won't view your site, their purpose is just earn the surfing credit, that is why adsense not allow traffic exchange.

Totally different. Link exchange is just placing the link on each other site just same as you submit your URL to directory, which people can find your link. However, traffic exchange is a trade, mean we visit each other site, it is same as we click ads for each other, it is not allowed
