I have a real estate site which I need to rank up for a local city. What would be the best choice? Should I stick with the expensive directories with high page strength, or get many small directory links? Im submitting with to them with my anchor text so i am assuming the better once would help.

You should get many small website link exchanges with proper anchor text.
It should do excellent job in short period.
