When can someone start selling advertisements on their website?
When i mean how much traffic the website needs to have to start selling advertisements.

you can start selling advertisement even you have zero trafiic. The only problem is you will get nothing from the advertiser. Actually is depend to youself

I think you might can start from 100 IP per day , even if you can start from 0 IP.
But I think you could not get great ads for your site, and you might could not sell your ads at all,who like a site without visitor?

you can sell it when you want to sell it, no matter how new your site is.
but you have to check with the buyer, as they will decide whether they will buy your ads or not . so it is not based on you.

Depends on what kind of advertising you are selling. If you are selling backlinks you dont even need to have traffic if you have a good PR on your site. If you are selling banner ads, so i think there is no such thing as the minimum views for selling it - some advertisers ask for minimum website traffic, others - not. But if you are selling ads on website, that doesnt receive any visitors you wont make money and you wond find advertisers. I think you should have at least 100 unique visitors daily to find some advertisers.

You can always sell adverts from the start. People are fairly used to seeing them online. Maybe start with one on each page and consider adding more when the site gets more traffic.
