It is not necessary to get good PR because Page Rank has little to do with your website ranking for your keywords on Search Engines.

Some factors that effect Page Ranks:-

Backlinks
Content
Age of Website
Whether a free domain or paid one (Paid ones are better)

Agree. With less backlink and internal structure, it can reach to PR4 maximum, your PR will not increase anymore not matter how good are you. Need to have quality strong backlink to reach the PR5.

what kind of content that will affect our website PR. anyways, i have my blog not yet rated by google. which means that the google staff has not checked my blog yet. though it is already more than 6 months blog. i am trying to add more quality content.
what kind of content should i add. and what are the things that i should do to maximize it to have more PR. i am going for SEO soon but i am trying to build content on the blog first.

Well, content will only help you the get better ranking in search result. If you are trying to get some PR, you shall work hard on getting quality backlink.

Backlink is the link in other website that point back to your website. I believe you can get more details explanation in wikipedia.
