how to go about writing a file system manager

Ok, i want to write a file syste, manger which has a big text editor panel on the left and a file tree of all the files and folders in the public_html i want it to have the whole + folder thing so it looks gd like the XP/98 used to have for files and stuff if someone could help me get this, i will the be able to have it so the files link and the file contenst opens in window and if writeable i can edit and save

kinda like wp but with differant file thing
