If you´re beginning with php programming and don´t know or don´t want to install everything manually, you should try use xampp, xampp is a complete set of php development. It comes with apache, php, mysql, phpmyadmin and filezilla everything up to date, download and install, very easy.

It's insecure, it's good for local machines, but if you're running it on a production server, then you're open to getting the crap kicked out of your MYSQL and suchlike

I can also recommend WAMP Server.

I use it, and I find it very useful.
It also included Apache, phpMyAdmin, PHP, MySQL and SQLite.
It is meant for use only locally, of course.
