Default PHP Code Malfunction

I have been using a script to display a list of table entries in descending order by a date field. The display is limited to 15 entries per page, and it automatically creates the "Next", "Previous", "First" and "Last" links at the bottom of the page. This script has been functioning properly for quite a while, but the server I was using is now offline, and I can't find out what version of PHP it had. I am trying to run it on my new server, which has PHP version 5.0.4, and it will only display 1 page of results when I know there are at least 3 pages worth of entries in the table. Can anyone examine the code below, and point out where this script might be suspect in different versions of PHP? I don't know if there is any other reason why it would work on one server and not another... I believe that the version of PHP that was on the "offline" server is older than 5.0.4. Anyway, any clues I can get would be appreciated.
