I want to change my hosting provider,I would like to know whether it will affect the ranking of my site in google,yahoo or not?

I don't think it will affect your ranking ... Many people says that changing IP of your website will affect your ranking, but I have never realized that.

And what precautions should I take before moving to new hosts for seo purpose? I have a dynamic website so I have to move mysql database too.

Just check if the IP address where you're moving your site is not in antispam list of under the black list of google.

I've read before and seen members in other forums complaining that their PR dropped including traffic after they change host. Although you can use a 301 redirect, that will still have an effect on your ranking no matter what. Think twice before you do that.
