Search engine submission is the beginning part of seo.

If u have good (original) content website then try to submit ur website in major search engines like Google, yahoo, msn, ask, altavista.....

After that u need to optimize meta tags of ur website and try to submit ur website in major directories and social bookmarking websites.

Social bookmarking, article submission, forum posting, blog posting are great way to generate real traffic and increase SERP.

After completation of all the activies we can go with One way or reciprocal linking.

Actually it is not necessary to submit to all search engines in fact, by doing that it is very time consuming and unproductive. Use your time instead to create quality contents rich in keywords and ping your sites to get search engine come crawling by itself.

Another thing you should also note is that most traffic coming from search engines are either from these 3 - Google, Yahoo and MSN
so if I were you, I wouldn't worry much about submitting to the rest.
