I don't think there's any issue as being "too early". As soon as it is up filled with decent amount of content go for directory submission, forum signatures, SE submission....

submitting site to directories and SEo take a lot of time, sometime we also confuse which SEO we already submitted. any other way we can do this more effectively?

i dunno...i didn't really "submit" it...i just saw eventually that it is indexed by google. so i was happy/

The best time to submit your blog is when you have posted 20 or 30 post in your website. Then only you can finalize the basic keywords of your sites. Then proceed with submissions to SE and directories

Yeah, I do agree that only submit your site when you have enough contents.
sometimes, even you don't submit your site to web crawler, they will crawl your pages if you really contented your site with branded niche, etc. that's refers to SEO.

i suggest you should check your onpage optimization first... like the title, keywords, description, site structure, unwanted scripts, contents that target with your primary keywords and so on.. before hitting offpage...
