Back Links are rated and give link juice to the site on the following patterns:
1) Anchor Text used for the link
2) Content of the page on which link is present
3) landing page content
4) comparison of 2 and 3 if there means are from same niche or similar content more emphasis is given to these links by SE's
5) PR of the page on which link is present
6) Do-follow links
All the points written above are the major influencer for the back links. All the links provide juice but major part with utmost importance in rating are above.

I think backlinks are rated according to the quality of the page that has your link is on. It rates higher if your link is the only one or one of very few on that page. Also having the link on the home page rates high.

while backlinking also don't forget to use the keyword for the link, insted of just your website name.
