Quality backlink is very important, and base on my understanding on quality backlink should have below few properties:

1. A quality backlink will be a quality backlink which is from a high PR site, at less PR4.
2. The niche (or we can call them: theme, nature or subject) of both websites is same then the backlink will be called a quality back link.
3. The anchor text of the backlink should be your target key words. (This is to improve your SERP)

If you can get a quality backlink, sure it will help you to get higher PR and traffic.

Having few quality backlinks is much more important than having a bunch of unrelated links with low PR. In other words, it is not the quantity that matter but the quality even if it means there are only a few.

Agree. That's better for you to have a PR6 quality backlink with same niche and related keyword compare to 100 PR1 backlink with different niche

To get a quality backlink, the best way is to develop your content, and then request for the link exchange with some quality site that have same niche

Backlinks from google blogs like blogspot and googlepages are considered in as the backlinks at all.

Whatever dofollow website/blog do provide backlink to your site but not the nofollow blog. For your information, the blogspot and googlepages is default as nofollow blog
